Expression of interest: APEP-2025-EOI-011- Pillar 4 Technical Services Panel

Overview

The Australia-PNG Economic Partnership (APEP) is assisting the Government of Papua New Guinea to create a stable and more prosperous country. APEP is the main coordination point through which Australia delivers its economic development aid to PNG and the Australian Government is committed to delivering APEP in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems, and processes.

APEP has five End of Program Outcomes (EOPOs) that are expected to be achieved:

EOPO 1 - Safeguarding Macroeconomic Stability

EOPO 2 - Strengthening Public Financial Management for Improved Service Delivery and Inclusive Growth

EOPO 3 - Supporting More Efficient and Inclusive Markets

EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods

EOPO 5 - Catalysing Economic Research and Dialogue

Under EOPO 4, APEP addresses key agricultural challenges—low productivity, limited inputs, minimal value-adding, weak market connections, and susceptibility to climate extremes, pests, and diseases. By improving efficiency in coffee, cocoa, and vanilla value chains (including value-added exports), strengthening fresh produce supply chains, enhancing livelihoods and food security in remote communities, and supporting plant and animal biosecurity, APEP works with GoPNG, the private sector, NGOs, donors, and research bodies to broaden market opportunities, promote financial inclusion, and boost resilience for farming households—ultimately contributing to more inclusive, sustainable growth across Papua New Guinea.

Request for Expressions of Interest

APEP is establishing a technical services panel for its Pillar 4- Fostering Inclusive Growth and Expanded Livelihoods. Organisations interested in the panel and with experience in one or more of the following categories of services are encouraged to submit an expression of interest:

  • Agriculture & Market Development

  • EOPO 4 Fostering Inclusive Growth and Expanded Livelihoods
  • EOPO 5 Catalysing Economic Research and Dialogue

Request for Proposals

We are seeking an organisation to conduct a comprehensive study of PNG’s agriculture finance landscape, examining both supply-side and demand-side dynamics. On the supply side, the service provider will investigate the barriers preventing financial institutions—including commercial banks and licensed financial institutions—from expanding their agriculture finance portfolios. On the demand side, the service provider will explore the specific needs, expectations, and challenges faced by producers, aggregators, SMEs, and large agribusinesses across key value chains such as cocoa, coffee, oil palm, and fresh produce. By integrating global best practices with PNG-specific insights, this study will identify actionable solutions that address local market realities.

Upon concluding the data collection and analysis, the service provider will produce two primary outputs: a public report that offers a comprehensive overview of the agriculture finance landscape, and an internal roadmap with recommendations for DFAT and APEP to guide future interventions.

The request for proposal documentation can be requested by emailing [email protected]  or accessed online at https://www.abtglobal.com/doing-business-with-abt/solicitations
